Also present: Holly Leonard, David Bailey, Augustus Seamans, Robert Lavoie, Betsy Boege, David Little, Jessie Levine, Kevin Quill. ABSENT: John Wheeler. The Chairman called the meeting to order at 5:33 p.m. Forms for Signing: July 27, 2006 Meeting Minutes: Charles S. made a motion to accept the minutes as presented, seconded by Helen C., voted unanimously in the affirmative, so declared by the Chairman. July 2006 Sewer Purchase Journal: Charles S. made a motion to accept the sewer purchase journal as presented, seconded by Helen C., after some discussion regarding Dezurik Controls, voted unanimously in favor, so declared by the Chairman. July 2006 Water Purchase Journal: After some discussion regarding Raco Manufacturing, Tracy N. made a motion to accept the July Water Purchase Journal as printed, seconded by Charles S., voted unanimously in favor, so declared by the Chairman. Wastewater Treatment Highlights: Robert H. introduced Paul Casey to the Commissioners. Paul C. stated that the metering issues between Sunapee and New London are not in any way out of the ordinary. He stated that his company has been involved with many other communities with similar issues. Paul C. stated that when he and Ed Rushbrook were at the Wastewater Treatment Plant he had found that at the treatment plant influent meter there was a 20% difference between the actual flows and the meter reading. Robert H. questioned if Paul C. felt that he could come up with the best and most cost effective way to solve the metering issues. Paul C. feels that some minor changes to the weir would help. He stated that the meter appears to be mix of several different manufacturers but that this is not the problem he feels that it is an issue with the installation and the weir. Robert H. stated that the Commissions would like a resolution to the town wide metering issue as well as a recalibration of the Treatment Plant meter. There was some discussion about the accuracy of different types of meters and how much fluctuation of accuracy in meters is considered acceptable. It was established that the meters at the George’s Mills pump station and at the library are closed system meters and that the town line and treatment plant meters are flume meters. Paul C. stated that he is comfortable that he can evaluate the flow type of meters but that with the closed system meters one must rely upon the manufacturer standing behind the accuracy as he can not evaluate those types of meters. Dave B. questioned if Paul could come out when A/D Instruments does the next calibration. Paul c. is very bust this time of year but will plan to meet with Tom of A/D Instruments and calibrate the treatment plant influent meter. The Commissions feel comfortable with Tom and Paul performing the calibrations. Paul C. departed at 6:25 p.m. Dave B. reported that 5 manholes in Georges Mills have been raised today and the ones that were in question have been bolted down as requested. There was some discussion regarding the spill and what the State was doing about it. Dave B. reported that the planks have been put on the walls of the weir as Paul C. had requested. The geobags have 3 loads of sludge in one and 2 in the other. Gus S. questioned if the bags would sit for a while or be disposed of soon. Dave B. stated that he was going to put 6 loads in each and press them with cement blocks, then they will be taken to Waste Management’s site. The sludge will have to pass a paint test that is a way to establish how wet the material still is. Aaron S. questioned if this was cheaper than hauling the sludge to Claremont. Dave B. feels that it will be cheaper as he can just dump the whole bag and leave it as opposed to taking it out of the bags. There was some discussion regarding the cost versus savings for the tubes and if larger bags would be better than smaller ones and the possibility of owning the dumpster boxes as opposed to renting them. Dave B. mentioned that there is an alternative type of dumpster box that is made specifically for sludge dewatering that would avoid the use of the bags all together and that he is looking into them. There was some discussion regarding the cost of concrete for the drying beds and what the quote had been for the concrete and if the cost of labor had been included in the cost projection. Dave B. reported that it is difficult filling the bags and that valves are needed to make the procedure more efficient. Dave M. would like to make a decision on if the bags are to be used on a larger scale and invest in the needed equipment to make the procedure more effective. There was some discussion regarding what is needed for equipment, labor and concrete. There was some discussion about who would be responsible for the cost of the investment and if it would require a warrant article. Tracy N. volunteered to put together a cost savings analysis of improving the procedure. Gus S. requested an estimate budget for 2007 so that New London can start putting together their budget. Robert H. reported that everything is in the works for Stantek to perform the Capital Improvement Study. Charles S. commented that there had been a summer town meeting and Dave B. did a good job on his presentation. Dave B. had mentioned grease as being a large problem and there was a suggestion from the audience to send a notice with the bills urging sewer users to dispose of grease properly. Charles S. would urge New London to send a similar notice to their users and Sunapee will do the same at the next billing. Dave B. reported that the state had come up to help inspect grease traps in Sunapee, the state will draw up a procedure for inspecting grease traps and HE will pass this along to New London when he receives it. Charles S. stated that there was another comment from the audience questioning the attachment fees for Sunapee, Charles S. questioned if New London has a similar attachment fee. New London stated that they charge for square footage on new construction. There was some discussion regarding what is done with the attachment fee funds in each separate town and who pays for capital improvements according to the intertown agreement. Granliden: Kevin Quill introduced himself as the president of the Granliden Association. Kevin Q. stated that in 3 days there would be a meeting to decided how to solve their water supply situation. The engineers have informed Granliden that to drill wells will cost $300 per year per unit, and to connect to Sunapee would cost $600 per year per unit. Kevin Q. stated how the cost was arrived at. Kevin Q. stated that they are requesting that Granliden be billed differently than other residential customers. They would request that Granliden be billed the current residential rate but that it be up to 36000 gallons per year instead of 18000 gallons per 6 month period. There was some discussion regarding how this would impact other users in town and what the difference in cost would be for Granliden as they have many seasonal users. There was some discussion regarding the impact on other seasonal users and what they may expect if such a deal were struck with Granliden. There was much discussion regarding what the cost to manufacture the water is and would be if water users were increased. Robert H. would prefer that Granliden run their line across country and save the $90,000 in extra cost for that instead of offering a different rate structure. Dave M. gave some history of the Granliden water issue from the middle 1980’s. There was much discussion regarding the ramifications of having different rate structures in town and how many users in town are seasonal. There was some discussion regarding the amount of year round residents in Granliden and how much water usage varies during the seasons. There was some discussion regarding previous provisions that had been offered to Granliden in the past. There was some discussion regarding the possibility of changing the rate structure for the entire town. There was much discussion regarding the fairness of the rate structure and the possibility that Gralinden will add revenue and the impact that this may have on future rates. There was some discussion regarding other interconnected towns and the rates that are charged for the interconnection. Aaron S. made a motion to grant Granliden’s request to bill annually at the annual flat rate per year for 36000 gallons with any usage above billed at .0075, seconded by David M., after some discussion regarding fairness to all customers and the effect on the budget, voted 1 in favor, 1 abstained, 4 opposed, the motion does not pass, so declared by the Chairman. Kevin Q. would like a vote of the Commission to allow the use of the right of way instead of running the line up Jobs Creek Road, and to be allowed to use HDPE pipe in 6” instead of 8” pipe. There was some discussion regarding how not running the line up Job’s Creek would impact future water requirements. David M. made a motion to allow Granliden to pursue using the New London Sewer right of way with whatever size and type of pipe that the want to as long as 8” pipe is utilized while the line runs on Job’s Creek with hydrants on the road, seconded by Tracy N., voted 4 in favor, 1 abstained, 1 opposed, passes in the majority, so declared by the Chairman. Water Treatment Highlights: Robert H. questioned the test pits along Lake Avenue. Dave B. stated that they had dug the pits today to see areas where the sewer line is under the water line and where these cross. There was some discussion regarding checking the soil and what was found under the road. Dave B. feels that they will probably have to dig more test pits in other areas. Robert H. stated that Frank U. and Mike M. will be willing to attend the next meeting and give an update on how close to the bidding process we are. There was some discussion regarding odd water connections and services. Old & New Business: Helen C. asked that Holly L. send a letter to John W. thanking him for his time on the Commission.
